When i opened the links, the adobe page kept pestering me to use the DLM to resume a download, but after installing the DLM and logging in, both windows links (.7z and .exe) to flash cs4 work. This actually encourages piracy, because it's more effort to get the damn DM to work, than to download it on bittorrent, rapidshare, etc..
