I had the same problem and when I called Adobe support they advise me to update the software which didn't help at all then they told me to call Microsoft to see check my Windows hahahaha... So, I told them I would not do it and while I was waiting for further instructions I found your post and now my dreamweaver CS4 is working again. Thank you very much for the post.

I had the same issue with a slightly different solution. I'm running CS4 on OS X 10.4.11 and was having DW crash on every start up after trying to do a get for a decent sized site. I had to go in and rename my sites folder and cache file. When i would open DW it would try to update the cache and fail so when you re-open it after renaming stuff, make sure to hit stop on the cache update prompt.

This seemed to work for me.
